normally nothing, heating oil = diesel in almost all cases. It is
normally not legal and therefore they add a color tracer. Can be
very expensive if you are checked.

Presuming that it's not #2 Bunker Sea Oil (and believe me, you
would know if it is!) and is simply distillate fuel oil of the
kerosene type, simply filter out the rust and water and put it
in the fuel tank.

If it has been setting for a considerable period (smells like
old gas), you might wish to blend it with fresh diesel or
biodiesel so as to diminish any sluggishness that might be
ascribed to an old fuel.
