Usually you just build up a parallel infrastructure to solve that, something cloud-ish today and by-pass all classic infrastructure - especially by-passing firewalls, loadbalancers and classic host management and virtualization environments. Develop that stuff step by step in the direction of self-services (aka software defined or API driven) is almost impossible. And on the other side it's good: you can do the right things (i.e. IPv6) inside of a cloud project and nobody will ask for the business value.
