If you check www.admin.ch, it won't answer ping but will work correctly. The only way to know if the server work is to actually establish a proper connection on the port 80 / 443 and make sure you get the content of the page you expected as you expected. This is probably a matter of software issue (anything from loadbalancer, to backend server daemon not working or any other error...).
