It does - the problem with your original URL is probably that the layer 
ordering has changed since the wiki page was written and your layer 
configuration was therefore incorrect and was turning off the marker layer.

How would I send the URL of a marked Osmarender map to someone, if the
URL is the same as that for a marked Mapnik map?

It isn't the same, the issue is that the original link provided had
the marker layer hidden.
(The marker layer is hidden from the layer switcher in the user interface)
