This is a description of the type of highway connecting two cities,
"vicinal" is tipically used for a secondary or tertiary unpaved highway.
So, it is not really a name and you may move it to a "description" tag.

This seems to be the name of the Vicinal highway in this part of the town,
I would not attribute it for the whole highway, but only for the part that
falls into that particular city.

Summarizing my suggestion:
description=Vicinal intermunicipal
name=Avenida Oscar Cardoso

but I only would place the name in the urban section, not the whole road,
since Avenida means Avenue.

By the way, whenever possible please remember to add the surface tag. I
usually add surface=paved if the road seems to have some layer, and
surface=ground otherwise.

In this particular case, it seems the name on IBGE layer is the official
one.
But since the IBGE layer is usually of low quality, it's probably better
not to replace the data already on  the map.

Personally I think using highway=living_street using such a rule is a bit
controversial, so it's probably better just to use highway=residential.
If you want to, you can also add est_width=* [1] to these streets.

In some places, the IBGE map might show some streets highlighted with the
yellow color or similar. This may be indicative of an important street
(highway=primary or highway=secondary).

[Talk-br] Streets in the village of Ibirajá

 I am just working on the village Ibirajá, Bahia:

There was a street name present: „Vicinal intermunicipal“.
As far as I can see, it was last edited here: 
https://www.openstreetmap.org/changeset/19467218

But, when I enable the layer „IBGE Mapa de Setores Urbanos“, there is
another name.
It reads AVENIDA OSCAR CARDOSO in the IBGE layer.

Should I leave the old name or should I change it?

Also, I ask for comments, whether my decisions for street types in this
village are allright.
I looked for the street's width and chose living_street when the street
is as narrow as 6 metres,
but chose residential when it is wider than six metres.
Anyway, this is hard to decide, since Bing's aerial imagery does not
show exact metres.
