If the project is free, then you don't need money to pay for the
server. There's plenty of places that will host open source software
for free such as Google Code, SourceForge, etc...

You can make an egg of it.  Put the type of turbogears.extension or what is
more appropriate to it, send it to PyPI and it will appear at the cogbin for
people downloading it if they need it.

It would be a good and fast option for that administrators could
install it of easy way.
But I have to check if with an egg is possible:

1) Show a license text for that if the administrator is agree then he
can install it.
2) Install different files according to an option. As by example,
'setuptools g11n --tg', so it would install the common files and the
ones of TG.

Not that I know of.  You'd better make a REALLY good product, put it on a
website and demand that the downloader push a button agreeing to your
license before going on.

I believe that having a core package and several add-ons would be more
interesting.  Even for maintenance, where you can manage things separately as
they seem to be.
