The desktop background and other small UI pieces that I click on or I change 
are all appearing to "glitch out" or turn into checkerboard artifacts in my new 
Ubuntu 19.10 installation.
This most recent one happened as soon as I attempted to change my desktop 
background through the System Settings.

I have a small idea for the Ubuntu community and brand image: Why not
put out a "Pride Month" themed default Ubuntu wallpaper? This could be
pushed to users as part of an update to the Ubuntu Wallpapers package as
an additional wallpaper and feature a light addition of the  rainbow
color spectrum easily added in GIMP or Inkscape.

Why not, I mean? Everyone is doing it, from Microsoft to Apple. This
will show a little support to the LGBT community and the world.

Alright, got the computer to reboot a second time and it appears as if the
problem is fixed! The gradient on the login screen isn't a perfect
gradient, but that's a different issue.

Maybe dithering should be forced "off" in a near future update?

Upon doing the first command you suggested, after a reboot, the PC screen
turned on and off a few times and now the screen is just black. I'm
force-rebooting the PC now and seeing if I'll regain the image on my screen.

My screen is experiencing a weird "scrolling" flicker, especially while
displaying blue, indigo, and violet hues/colors, such as on the default
Ubuntu 18.10 (x64 Desktop) lock screen. The screen flicker scrolls up
and down, with the brightest part of the flicker being towards the top,
with a gradient that fades back to the original color near the bottom.

Problem occurs on any one monitor on any one video output protocol
(DVI-D, HDMI, and VGA).

Bug still occurs on my systems as well, all up-to-date using the standard
upgrade channels on 18.10.

When the mouse input isn't slow, the mouse input skips around a bit
instead. For example, when dragging and dropping an item in any program
(whether it's GIMP, Nautilus, etc.), the computer "let's go" of the
left-click button and stops moving only momentarily enough for the item to
drop in the same point where my mouse 'lost connection.'

Occurs when using a variety of different system mice.

update support from Canonical.
This bug is not to present that current upgrade philosophy as a problem, but 
rather to offer users more choice -- power -- on top of what current upgrade 
channels and philosophies are currently offering.

to upgrade to a newer LTS release than 16.04.xx LTS or standard release
than 14.10.xx unless upgraded in a step-ladder fashion using the tools

How can it see the 2.4GHz if it's a 5GHz adapter?

The issue arose after updating to the lastest updates just before posting
this bug: October 10th, 2018.
Unfortunately, I'm not by a computer now and don't know what kernel I was
on just before the bug happened.

Everything on my machine is running abnormally, unbearably slow - From
opening an application from either my GUI (GNOME) to BASH. Simple tasks
like checking for an update to opening a web browser is just god-aweful
slow, yet it behaves just fine booting up from the HDD and running

@olivier.tilloy, unfortunately my system is not in the same exact state as
it was in early June, so I cannot provide an answer knowing nothing else to
the system has happened between then and now.

As far as I remember, rebooting the system nor the Software Center resolved
the issue, at that time.

Whe it comes to actually working though, Software Center now opens the
files okay, but it takes an excessive amount of time to "load" the
information on-screen about the package being installed. (I assume that
would be a different bug?)

Restore from custom network location does not work; Custom network
location resets to default after clicking the 'next' prompt while
choosing a Restore point/backup.

Even if I do choose a custom location, do not click "back" after
clicking through the prompts, Deja Dup appears to work, but never
actually grabs from that custom location. Instead, it chooses a Restore
point from my default location.

My TP-Link Archer T1U 5GHz USB WiFi adapter/dongle is not being recognized by 
the system settings and WiFi setup wizards, likely due to a compatibility issue 
with the Linux kernel.
The device is functional in Windows and recognized by my motherboard, but 
unfortunately it is a mere waste of a USB port with Ubuntu and other Linux 
distributions.

The GNOME Web/Epiphany Web Browser 'Preferences' screen locks onto the 
foreground, forbidding any action in the background web browser windows.
This is not generally an issue until/unless the user wants to set up the 
Firefox Sync service, located within Preferences, which in turn requires a 
verification link sent via email to be opened up within the browser. If the 
user does not have another browser installed and/or an email client with 
built-in browser set up, the user is forced into downloading, installing, and 
using another browser temporarily to sign in.

I use the update manager too, but implementing a manual upgrade into the
Software Center as an optional way to upgrade instead would be a great
option for users to upgrade at a later date if they choose to hold off
on it, but not wait the full LTS cycle.
