Public bug reported:

Binary package hint: synaptic

I have electricity load shedding problem, so often electricity goes off
in the day. this thing happened when i was updating my Ubuntu and after
downloading files the update manager was installing those downloaded
files.

that sudden electricity went off.

When i came back to my Ubuntu i started synaptic/ any debian package
installer/ update manager i get that error message.

It seems i cant use my Ubuntu now :(

Now i am using 8.10 ubuntu beta

that thing also happened with me in 8.04.
