Apple provides tarball downloads of Swift for various Ubuntu releases: https://swift.org/download/#releases The code is open source under the Apache license. All that should be needed is to package this into an Ubuntu package. The first task should IMO be to file a bug against the upstream Swift project itself, they have to support Linux, glibc etc. on armhf and arm64.
