There are 2 usable configurations in 12d1:15c1, cfg#2 which is cdc_ether and cfg#3 which is cdc_mbim , usb_modeswitch will select the linux preferred mbim configuration if mbim drivers are present in the kernel. This is by design and not a bug. After debug, this issue is not related to kernel. cdc_ether was unregistered by usb-modeswitch. After I installed the old verison of usb-modeswitch, this issue is fixed, it looks like a regression.
