And Matthew, yes the quality of the apps does matter. There is little to
no uniform rules, guidelines, regulations, and testing regarding adding
apps to the Ubuntu Software Center, thus nearly anyone can add anything
without any checks for possible backdoors that could lead to massive
fraud.

This is just a mere result of the true problem that the Ubuntu Software
Center isn't very well regulated. Most of the applications included are
low quality apps that only half-work and/or are made for different
desktop environments from the user's current choice, and the general
public has little-to-no idea who makes these applications and if they
are truly safe.

I've discovered this earlier and sent email to Canonical support. Official 
response was:
The problem is, our payment gateway has identified your payment
request as potential fraud, because of the following issues:
1. Dissimilarity of issuer country and IP country
2. Dissimilarity of issuer country and billing country
3. Dissimilarity of IP country and billing country

I'm living in Ukraine all time and I have internet from local ISP.
I have MasterCard from Payoneer and my billing address is Ukrainian too.
I can pay with this card in PayPal and any other service.

Canonical, please check your card validation system.

As for me it's stupid idea to fraud in order to buy software. You can
always steal it on torrent sites. So i think payments via Ubuntu
Software Center should be as easy and as simple as possible. Less
limitations.
