As per comment #8, I have confirmed this is a bug. However it is only
medium priority (if that), so will probably not be fixed very soon. This
is because there are so many higher priority bugs that need attention,
and so few people willing or able to do the fixes.

  * There are two displays
  * The user drags a window to the right edge of the left screen
  * An orange rectangle will fill the right half of the left screen suggesting

  * Move the mouse pointer a few pixels on the right screen.
  * The orange rectangle remains on the left screen.
  * Release the mouse button
  * Result: the window fills the left half of the right screen instead of the
