My problem is solved by installing bumblebee and powring off nvidia
graphic chip and only using the integrated intel chip.

   I have a power regression + over heating with my dell 7110c laptop
   I have tried the following fixes :
   pcie_aspm=force
   i915.i915_enable_rc6=1
   i915.i915_enable_fbc=1
   i915.lvds_downclock=1

   Much better results (the fan finally stop turning at lest for a while)
   but it is not comparable to windows(battery life time and fan noise)

   I noticed that (with psense) temperature takes only 2 values : 44°c
   (fan off) 55°c (fan on).

   this is my first bug report, please tell me if I made any thing wrong

Would it be possible for you to test the latest upstream kernel?  It
will allow additional upstream developers to examine the issue. Refer to
https://wiki.ubuntu.com/KernelMainlineBuilds . If possible, please test
the latest v3.2-rcN kernel (Not a kernel in the daily directory).  Once
you've tested the upstream kernel, please remove the 'needs-upstream-
testing' tag(Only that one tag, please leave the other tags). This can
be done by clicking on the yellow pencil icon next to the tag located at
the bottom of the bug description and deleting the 'needs-upstream-
testing' text.

If this bug is fixed by the mainline kernel, please add the following
tag 'kernel-fixed-upstream-KERNEL-VERSION'.  For example, if kernel
version 3.2-rc1 fixed and issue, the tag would be: 'kernel-fixed-
upstream-v3.2-rc1'.

If the mainline kernel does not fix this bug, please add the tag:

Ok, I want to say : thank you for quick response

After installing the latest v3.2-rcN kernel, I do not need to pass
pcie_aspm=force at boot time but still have the same behaver as with
my previous kernel: battery life time and fan noise and still getting :
ACPI _OSC control for PCIe not granted, disabling ASPM from dmesg

When I pass  pcie_aspm=force to kernel : 
temp first boot : 55°C  + fan working
--after a while :
temp = 44°C + Fan working
Fan never stops!
