Given that the issue goes away when compiz is disabled, sounds like compiz may be interfering with the keyboard shortcuts. I can confirm what Sam says. I experienced the same problem after installing karmic on a second laptop. @Staffy: I've setup bug #512622 which in general matters strange xmodmap keymapping.
