[UC] U City Urban Myths : Painted Wood Work PLUS Heating Tips
I know of a local example, and it was NOT the painter's bricks. Sometime in the late 70's, back when I was a baby Licensee associated with a Baltimore Avenue Realtor that does a fair amount of property management, a bi-level apartment with a beautifully stained wooden staircase (I think 47xx Hazel) was given a gleaming new finish on the hardwood floors. The place was rented to the 70's equivalent of a yuppie couple. They were a cute duo who seemed to appreciate the newly restored beauty of the apartment. Because everything was freshly done there were no maintenance calls, and at move-out two years later, it was discovered that the well heeled couple had invested lots of their own money into the place. The stairwell had been painted Hi-Gloss White and the stairs and floors had been covered in green carpeting. Now this was already a dated look, so maybe parents gifted the tenants with warmer floors and cleaner looking balustrades, no matter, the Landlord had a fit. He obtained estimates for the cost of stripping the wood and removing the carpet (while repairing any damage caused by tacking strips) and withheld the Security Deposit. The matter ended up in Landlord-Tenant Court, and an elderly Judge ignored the lease had a clause stating that the tenant could do no painting and make no improvements without the advance written permission of the Landlord. In fact, the Judge's own dear wife had chosen to make almost identical improvements in their own home and he could speak from personal experience that it was easier to wash paint than polish wood, and that carpets kept his home quiet and warm. He was deeply offended that the Landlord was 'ungrateful' and ruled for the Tenant. In frustration the Landlord skipped any appeal, returned the Security Deposit (grudgingly), and left the woodwork white. Ultimately the carpets deteriorated and were removed after a few more seasons. Even though this Tenant got away with something that Landlord and management Agents consider damage, tenants should be aware that most leases prohibit making alterations without advance written consent. And, most Judges find for the lease, not for their own personal aesthetics. Most leases also require reporting of problems that can lead to further damage or expense. For example, if the roof leaks, the owner must repair it... but, if the tenant does not report each time there is a leak, than any plaster damage can be billed back under tenant negligence. Similar principles hold true with leaking faucets. The Landlord should fix, but if the tenant does not report, than the Landlord may be able to bill the tenant for excess water charges. Not as well regulated, but sound practices can save everyone money on heat. As we head into winter, all of us (even tenants who have heat included) should do our best to conserve heat, keeping costs low and sparing the planet from waste. Windows should be properly closed on all days that heat is on. If it gets to hot in your apartment, use a fan to blow the heat into the common hall. Opening windows only forces the furnace to stay on. In properties with vestibules, both exterior doors should be properly closed. Make sure attic windows, opened in the summer, are closed in the winter. And, if there is no attic insulation a quick fix might be to lay old rugs down upon the attic floor. Hang a carpet, quilt or heavy curtains to completely cover the vertical opening under a basement hatch. Seal any openings between an exposed under-porch area and the main basement in the same way. Adjust your thermostat to drop to 65*F at night (it helps sleep) and increase in the morning to promote rising and make morning showers more comfortable. With a computerized thermostat, you can set temperatures back for homes that sit empty during the day. Lower temperatures may even speed the demise of germs on surfaces. Know that the Landlord is only responsible for 68*F of heat and try to acclimate to that reasonable temperature by wearing layers (undershirt, over shirt and sweater) and socks. The savings don't just benefit the Landlords. Excessive heat charges will get passed on to renewing or new tenants via rent increases needed to keep the cash flows positive. All the best! [UC] East of West Townwatch
There will be an East of West Townwatch informational meeting next Wednesday, 11.03.2004 at 7:00 PM at Rosenberger Hall at 600 South 43rd Street. East of West Townwatch is one of several Townwatch groups in West Philadelphia and includes the area from 42/Pine to 42/Regent Square to 43/Baltimore to 46 Baltimore to 46/Pine and then back to 42/Pine. If you're interested in Townwatch but don't live in this area, come to the meeting anyway and we'll get you the contact information for the Townwatch group in your area. Basically Townwatch groups walk through our neighborhoods and report anything suspicious or dangerous to the Philadelphia Police. Beyond that, it's a great way to meet your neighbors and get to know your neighborhood (and if you're sedentary like me, to get some exercise). We've asked Officer Mike Davis of the 18th District to come but haven't heard if he'll be able to attend or not. We hope to see you there. The Bush reelection website is apparently now blocked to everyone outside of the US. It seems to be a policy decision rather than a response to hacking. Here's an interesting quote from the BBC article: Mike Prettejohn, president of Netcraft, speculated that the blocking decision might have been taken to cut costs, and traffic, in the run-up to the election on 2 November. He said the site may see no reason to distribute content to people who will not be voting next week. Managing traffic could also be a good way to ensure that the site stays working in the closing days of the election campaign. The Squirrel Hill Substation Town Watch Task Force have put together another fabulous HAUNTING HALLOWEEN WALK Start at the front steps of 4611 Springfield Ave and walk past seven treat stations to exit by the back gate. Cindy Preston has outdone herself this year. She has already prepared thousands of candy and gift bags and has rounded up donations from the PENN Dental School, Commerce Bank and McDonalds. Larry and I have provided the use of our yard and card tables and decorated the seven stations to create haunting interests. U.C.D. has agreed to provide strong backs to move the sodas and treats into position and they will also have volunteers help with crowd control at the front gate. Volunteers including: Fonnie Rainey, Marty Cabry, Monica Roberts, Johnny, Lindsay, Carol Beal, Tim Carol Johnson Joanne Black promise to arrive in costume to deliver the treats and to add a little drama and some scary moments to the evenings festivities. Here are the stations, so far: #1 - Spook-tacular Ghost 1,000 Regular Bags of Candy #2 - Marcus the Carcus 900 Cool Kid Toys #3 - Big Orange Pumpkin 1,000 Bags of Chocolate Candy #4 - Under the Drooping Orange Spider 2 Dental Students (truly scary volunteers) with Tooth Brushes Chip bag Clamps #5 - The Family Ghoullery (Portraits and Mirrors that talk back) 536 Coloring book with Crayon Sets or COMMERCE Bank paraphernalia including flying discs. #6 - Under the Rabid Bat 1,000 packs of cookies (donated by McDONALDS) #7 - At the Haunted House (built by neighbor Nate Ross) A soda for the first 576 kids who dare to reach in and properly identify the gross bits and squirmy bugs. In addition to the 7 stations, kids might enjoy looking around to find all the different rats, bats, cats, owls, snakes, spiders and skulls which are popping up in our garden this week. Also Larry and I will be giving our own treats (full sized candies) out at our front steps. Mary Ellen Cabry is expected to greet people at the front gate and will have a few extra sacks for the kids who don't have one. Councilwoman Blackwell and over 800 kids visited last year and we are hoping for good weather and an even bigger turnout this year. The doors open on Halloween, Sunday, October 31, 2004 at 5 PM. We close at 7 PM or once we run out of treats, which could be sooner. This is an all volunteer event. All are welcome, but come at your own risk. Cass I don't know what the answer is to health care ... but one is needed, and desperately. I am on Medicare, as I am on SSDI. I just got a letter today.If you're on SS you will be getting a 2.7% COPA next year. However, your monthly Medicare is going from I think $54 a month (around there) to $78.20 a month - that's just Medicare, not including that awful joke of a prescription drug supplement. And Medicare may, if you go to participating doctors (less and less) get a reimbursement, but Medicare does not pay your out of pocket for seeing doctors, going to the ER, hospital, etc. ... The very things Seniors and disabled people need the most.
