Because 0.16 isn't ready yet ^^ (on my side at least). Ideally, I would try to stay consistent with Linux distros by packaging the same versions as theirs. See Ubuntu here : http://packages.ubuntu.com/search?keywords=valacsearchon=namessuite=precis esection=all 0.12, 0.14 and 0.16 are most wanted considering this. Plus, as you know every version of Vala behaves a little differently. People may want to keep the same behaviour as time goes on. pancake writes: why 0.12?
