I searched the NRL web pages and never found any reference to this.
Now I see why:

So, was the NRL trying to keep this a bit on the QT?  Do they not want
to be associated with LENR?  Or is something else afoot?

Interesting that the superintendent of the Plasma Physics Division
tried to strong-arm NET.
