Everything is still anchored to Pacific Time, so currently PST on the
spreadsheet will remain correct year round. The times will spring forward
and fall back with America/Los_Angeles.

Initially, I tried anchoring the calendar to UTC. Then when DST happened
(for most of the world) folks noted their deployment windows were suddenly
an hour earlier than they expected :)
