He is taking his self-appointed role of being the guardian of education in Tamilnadu so seriously that he is coming up with bizarre statements on the recent pronouncements of the Supreme Court on quotas in private colleges. This column had very recently explained how difficult it is to find fault with the Supreme Court's verdict. The logic is pretty simple: How can the government dictate terms to private colleges? It can put in place broad guidelines for overall running of colleges, but it has no right get into the business of reserved quotas in private institutions. But Ramadoss doesn't think so. In fact, he asserts it is erroneous to call these colleges as self-financing private institutions. 'How can you call them private colleges when they are getting fees from the public,' he asked at a meeting in the city yesterday. How ingenious! Socrates would be proud of this logical deduction. Anybody who gets money from public for whatever they offer cannot be private. So a restaurant or a dress shop, that obviously runs on public patronage, by the dint of Ramadoss's assiduously thought-out logic, will henceforth be a public enterprise. And if the Left parties also agree to his views, they can even become a PSU. The problem with these bleeding-heart politicos is that they have been so used to giving things from others pockets that they can't stomach the fact that they no longer can do so. If the political parties are so keen to ensure reservations for the downtrodden, then why can't they come up with institutions specifically for the purpose. In fact, that should be most logical thing to do. If you want to feed a hungry person, you should either cook him food or give him money to buy some. You can't order others to provide food. But that is what Ramadoss wants now. When Dr. Ambedkar raised the demand for reservation of jobs for Dalits, he probably never visualised that the issue would one day be deplorably exploited by politicians just to boost their vote banks. It was the cruelties that he had seen inflicted on Dalits that had motivated him to fight for their cause. In fact, he dropped the issue of a separate electorate for low-caste Hindus when the Congress Party acceded to his demand of reservation. Politicians play the game of reservations for ulterior gain and would not mind dividing the whole of society in the name of the quota system. The time has now come to ponder over the question of reservation and whether it is an effective policy to help the lot of the downtrodden classes or those living below the poverty line. The confusion over what is private and public is the least one would want in the circumstance. But who can stop Ramadoss? Yahoo! But no where else, there took place on an organised spiritual uplift based on their history and culture. It was in Kerala, in India, that such an event was staged though it went unnoticed. This progressive movement was in the backup of the Renaissance movement in India. Thus the Indian Renaissance deserved our special attention. Kerala has a history of Renaissance that his distinctive features of its own. These features make the Renaissance in Kerala differ from other areas in India. A unique peculiarism in Christianity-The activities of Christian Missionaries and the conversion among Dalit People. It happened in this background that the Vaukunda Swami Movement. Sree Narayana Movement the activities of Ayyankali and Vaikam Sathyagraha, took their origin, Religious conversions have directly or indirectly, influenced all renaissance movements. But it was P.R.D.S. alone that faced the identity crisis of conversion among the Dalit people. P.R.D.S. emerged as a spiritual movement. So it has been much misunderstood and misspelt in history. It has been greatly distorted and disturbed. In order to learn about the advent of P.R.D.S. history, it is essential that the history of Kerala and its democratical approach towards renaissance should be re-examined. The period of history termed the Renaissance of India does not yield to prejudicial assessment. The leaders of Indian Renaissance like Raja Ram Mohan Roy and Dayananda Saraswathy stood against the Brahmin Supremacy in even aspect. Yet the Mahatma Jyothi Baphula, E. V. Rama Swami Naikar and Dr. Ambedkar belonged to another layer on level. This shows the conflicting nature of the renaissance and its streams. The call to return to the Vedas was given by Dayananda Saraswathy and Rajaram Mohan Roy Their idea was to reform Hindu religion. What actually happened was the spranging up at different levels of anticaste, non-brahmin movements. As a protest against high caste sway; the Sathaya Sodhaka Movement, Swabhimana Movement in Tamil Nadu, Adhom Movement; in Punjab , Adi-Hindu Movement; in M. P., Nama Subhra Movement in Bengal and in Kerala, Sree Narayana, Ayyankali and P. R. D. S. movements sprang up Raja Ram Mohan Roy and Dayananda Saraswathy were not spokes men of the Bhakti Movement advocated by Tukaram, Ram Das and Kabeer. Yet what their movement reveals is the inherent weakness of the Bhakthi Movement. So What happened in India in the name of Renaissance was a Hindu Social reformation or a totality of Hindu culture. But none other than Ayyankali, Ambedkar and P.R.D.S. movement suited the spiritual development and raise the and lead the defence of the Dalit people. Before the beginning of Ambedkar Movement (1924) other Dalit Movements and become prominent. They had come into being against the social reformatory views of the National Renaissance. Kerala, in the last quarter of the 19th century presented in its acute form, the identity crisis faced by the Dalits in India. Kerala was comprised of three Kingdom (Travancore, Cochin and Malabar) Colonialism made this a period of conflicts. There conflicts were furthered by the activities of Christian Missionaries and the Conversions made by them with their aid and initiative, there broke out the Channar Muttiny 1829. This may be regarded as the first explosion of Renaissance. The Channars/Ezhavas were the people to climb up palm trees for toddy tapping. Vaikunda Swami Movement was an active movement among them at that time. This was in Southern Travancore. We have to bear in mind that the complicated caste system in Kerala was strikingly different from that the caste system anywhere else in India. The Renaissance movements in Kerala are to be viewed in this society was divided into different compartments. The Nampoothiris (native brahmins), Brahmins from outside, Kshatriyas, Nairs the temple folk. Tamil Vellalas, Chettys, Konginis, Syrian Christians, Muslims belonged to the upper strata. Ezhavas, Channans, Parayas, Pulayas, Kuravas and the like were of the lower strata. The Nairs among the upper classes were considered to be the agents of Brahmin supremacy. Officials said Sunday that Singh took this decision after he had gone through a gloomy World Bank report on the socio-economic conditions of Dalits and tribals in the state. Sources said the proposal has been sent to the central law and company affairs ministry, and the commission will be formed only after the centre's approval. But like some other decisions taken by Singh since president's rule was imposed in the state in March, this latest decision has also drawn flak from opposition parties. State Bharatiya Janata Party leader Giriraj Singh said Buta Singh's decision is a gimmick, coming just a few months ahead of the assembly polls. 'It has nothing to do with improving the condition of Dalits and tribal people but is intended to fool them into voting for the Congress and its allies,' said Singh. Janata Dal (United) leader Upendra Kushwaha also said the governor's move to form the commission smacks of politics rather than a genuine concern for the oppressed. Dalits constitute around 15.7 per cent of the state's population of 83 million and tribals 0.9 percent. A recent World Bank report 'Bihar: Towards a Development Strategy' stated that the scheduled castes and scheduled tribes in the state are likely to be around three times poorer than the upper castes, and appreciably poorer than other backward castes and Muslims. The report says that per capita household expenditure and landownership of these two communities was significantly lower than that of other castes in both urban and rural areas in 1999-2000, and the gap has remained virtually unchanged since 1993-94. It said that more than 70 percent of the head of households from the scheduled castes and scheduled tribes were illiterate in 1999-2000, as compared to about half from other social groups. Similarly, job opportunities for them tend to be restricted to low paid ones, as around 60 percent of them were engaged in agricultural labour, compared to only 30 percent in the case of other households. The World Bank says the abject poverty in rural Bihar, where almost 87 percent of its population lives, is a result of low landholding among the people. This has left 40 percent of the state's population below the poverty line, the report said. Land ownership is closely associated with poverty in rural areas, not just because it provides the main source of income, but also since it is seen as a means for economic and social opportunities. Colleges Aug. 21, 2005 The recent Supreme Court direction scrapping government quota, including reservation for SC/ST and OBC students in private colleges, today came under severe criticism with various parties describing it as an injustice to the backward classes. This direction is an injustice to Dalits and people of economically backward class. We will oppose this direction and urge the government to bring a new legislation for its reversal, said CPI secretary, D Raja. Addressing a public meeting held on the issue here, he said the matter of admission policy and fee structure cannot be left to the private colleges. CPI(M) leader, Nilotpal Basu, said the Supreme Court's direction stipulates 15 per cent reservation for non-resident Indians (NRIs), while denying reservation for the actually deserving students. The Dalits and other backward classes should get reservation so that they can join the mainstream. But the Supreme Court direction denies reservation to them, while it gives reservation to NRIs, he said. He said all parties are unanimous on the point that this direction should be reversed. An all-party meeting is scheduled on August 23 at the residence of HRD, Minister Arjun Singh, to discuss the matter. JD (U) leader Sharad Yadav said the private educational institutions have turned into money-making agencies. Constitution makes provision for reservation for Dalits. The Supreme Court decision violates the rights conferred by the Constitution, Yadav said. National president of Indian Justice Party, Udit Raj, said the SC/ST and OBC students would lose out on 42,000 seats, which were earlier reserved for them in private professional colleges, as a result of the court's decision. But, it seems that Centre?s proposal to bring in a legislation has instigated many to dwell on judiciary, legislature power struggle. However, a handful of them say the apex court verdict has put a stop to confusion in the admission process. Market forces dictate terms We seem to be leaning completely towards a philosophy where market forces seize control and economic power alone will lay down the rules. People who were in charge of presenting the State?s case in the Supreme Court on behalf of the poor and the merited, failed miserably in doing their bit. Instead, they were dangling before an anxious, helpless populace, the pipe dream of opening new Medical Colleges by the dozen, as though they were roadside Darshinis! It is difficult to believe that if the case for the merited, economically backward and needy students had been presented effectively, the Supreme Court would have dismissed it. K M Srinivasa Gowda Purpose defeated The SC judgement giving autonomy to unaided minority and non-minority private education institutes defeats the reservation policy introduced for admissions to educational institutions for the upliftment of the lower castes. The Supreme Court verdict has put future of thousands of students? future in the dark. Once again education will again be the property of the rich. It has been considered that rights of the private educational institutions are much more important than the right of access to education. This will leave higher education at the mercy of the market forces. Majority of the institutes/ professional colleges are owned by the politicians who are the first to flout rules and violate laws of the land. The Supreme Court while upholding the right to private property has overlooked the avowed social objectives of education and the need to protect the poor. Most of these institutions claim minority status and quote Article 30(1) to do business of education as a profit-making commercial enterprise. The whole thrust of capitation fee institutions is that they sell the major chunk of seats for admission to the rural and city rich and leave a few seats for the vast majority of meritorious poor students. Now they will sell all the seats for the rich and the NRIs. This is elitism in the crude form. Jacob Abraham Oppose verdict The credibility of Supreme Court is at stake today for the first time. Every citizen is bound to honour all pronouncements of this apex body. But unfortunately, this court has dealt a death blow to the very concept of ?social justice? by providing full freedom to private professional colleges to have their own procedures and policies in matters relating to admission, fee structure, etc. We should oppose the verdict. All religious groups, caste groups, political parties, state govts and others have expressed their total opposition to the Supreme Court judgment. It will be really great if Supreme Court revises or withholds its most universally unpopular verdict before it is too late. We feel this decision is totally unjustifiable and horrible.
