Why not the motherboard? I mean, the PSU works, right? The computer does
power up... 

I have an IIci which didn't even power up, I suspected the PSU, replaced it,
and nothing! Then I suspected the PRAM battery... nothing either. Finally I
went replacing the motherboard, and it worked!

Definitely sounds like a power supply to me. Sometimes they just quit.
