There are three things that come to mind which would stop ACPI video.c to
change brightness by itself:
1. ACPI video.c bugs
2. X.org has been loaded and told either ACPI or
In Ubuntu Gutsy Final and in Hardy updated I has the same problem.

I applied the patch to 2.6.24-rc7. The behavior of power meter has changed. It
was correct, but sometimes (several times per hour) the battery info
