I experienced a similar occurrence a while back with a pointer record
that wouldn't delete.
I initially thought it was being re-registered, but I found that if I
deleted it via the DNS Management snap-in it would immediately re-appear
after hitting F5.
Can you confirm if the record comes back

I was misinformed, the rev of the DC is W2K, not W2K3 SP1. So that
clears up why Exchange is complaining about the GC needing a reboot
since it wasn't rebooted after it had been made a GC.
Interesting tool, RPC Dump, unfortunately I didnt get it to work just
yet.

Can you find the object using ADSIEDIT? There are three places you
should check for the DNS zone. You've already checked DomainDNSZones,
so that leaves the domain partition and the ForestDNSZones partition.
