For those interested I
experienced it and also solved it. It took a while but it finally got solved,
although the WHY is still not clear...
To troubleshoot this I almost
did everything like reinstalling AD, DNS, other DNS configuration, using another

More funny news...Another fresh install from scratch. It also happens with W2K3 SP1 (slipstreamed)
only (without R2).
This time I did not change the password but connected to \\ADROOTDC01\IPC$ using the credentials of
the forest root domain and then DCPROMO
(merging in David Adner's response, b/c I thought it was worthwhile, and
got lost amongst forks)
I don't feel like answering the why right now, sorry ... maybe later if I
remember.

I have had time increase problem on older servers after I upgraded from PII
to a PIII (while ago). I needed a bios update to fix the actual problem.
Look for bios upgrade if you want to try fix the root of the problem.

I have been reading windows it pro for
like 4 years now, through all its name changes (windows 2000 magazine, windows
and .net magazine, etc) and I love it. Every issue has useful stuff, is
applicable and well-written.
