Also, make absolutely sure that the config file you located is the one DB2 is using. I had a similar situation on a system that many DBA's had administered one several years and let's just say they got pretty creative. In the end the DB2 processes was getting the parameters from another location

I am not sure if this is an issue with file device class, but I define the max capacity as 2 GB and started backups direct to file device class. Many of my clients has excessive media wait the next morning report. After that I move them back to a small disk device class that migrate to a file

Our TSM v5 servers all run as root. After the conversion to v6 they will be running as a non-root account which is the tsm/db2 instance owner. Our disk pools are all raw logical volumes. Do we need to change ownership of the raw volumes to the new instance owner so dsmserv can access the LV's?

It very much depends on the disk you are putting these on. It is a lot easier to get bigger cheaper disks to stream data using FILE than to do lots of small IOPS using DISK. We were mainly concerned about getting a large amount data to the disk storage pool and to tape as quickly as possible.
