Try this process: Run QUERY CONTENT on the volumes that won't reclaim and see if it comes back with 'No Data'. If so then change the volume to READO, run AUDIT VOLUME 'volume name' FIX=YES. Then DELETE VOLUME 'volume name' DISCARDDATA=yes' BUT ONLY IF VOLUME CONTENT CAME BACK WITH NO DATA.
