If your storage pool: TPCE_BCK_DATA_COPY has Delay Period for Volume
Reuse: set to a value greater than zero (say 2 days), you will have to
wait for 2 days until that volume is deleted by TSM, as per your
request.

Yes, I've seen one aspect of this problem, frequently. The part about
the volume currently being checked in or checked out. The only way I
could correct the problem was to stop and then start the Tivoli server.
Tivoli support had no other answer to this problem when I contacted
them.
