In my previous role I had a couple of TPC (now known as "Spectrum Control")
database servers running DB2 under windows with exactly this problem.
They ran for years without issue then started being unable to find dsm.op

Yeah, but don't you think that would be allways the case and not after some
time Restart DB2, backup runs again (no change to any config item) and
after X amount of time errors start again.
Btw, its a windows system and DB2 runs under l

I have found that most all of the "cannot find, or cannot read" I run into
are ultimately permission related, especially with DB
