What could i understand from your input is
1. Backup is not schedule daily for all VM
2. Backup is schedule weekly by physical server wise.
If any VM failover from one box to another box before hitting the tsm
schedule, then it is missed from backup.

We build power shell script with list of vm and it doesn't matter where vms
is, it is backed up.
Of course it also depends on requirements In our case they are once
per week...
Also we have develeped hyperv reporting that can detect if backup for given
vms is failed...

Best practice is to format the database and log disks with a 4K unit size.
