True but how about testing intelligence by comparing the performance
of an agent across several computable environments (randomly-generated
finite games) to the performance of a random agent? I suspect this
measure would provide a reasonable estimate of Hutter's definition and
could be made arbitrarily more accurate by increasing the number and
complexity of test environments.
