CALGAP's goal is to support national post-tsunami rehabilitation and reconstruction efforts in Aceh and to create an enabling environment for peace building by increasing local government capacities and through the promotion of good intergovernmental relations. CALGAP's purpose is to improve local governance (operations management, service delivery and strengthened participatory mechanisms) in three local governments - the City of Banda Aceh and the Districts of Pidie and Aceh Jaya - that were affected by the tsunami in Aceh through technical assistance provided by Canadian municipal practitioners. In addition CALGAP will also partner with the Province of Aceh and local government associations to provide appropriate technical assistance in priority areas to be jointly determined by the parties. CALGAP is now recruiting additional Indonesian personnel for its Program Office in Banda Aceh and the field office in Pidie (Sigli) District of Aceh Province. Vacant Position: Program Officer -Communications and Knowledge Management Location: Banda Aceh Duties and Responsibilities Under the direction of the CALGAP Country Program Manager, the Program Officer - Communications and Knowledge Management, with a large measure of independent judgment, discretion and action, shall perform the following duties and responsibilities: Coordinate all communications, information sharing, and knowledge management for the Banda Aceh and field-based project offices as required, in cooperation with FCM's Knowledge Management Unit. Identify and analyze existing capacity building programs and electronic networks relevant to the goal and objectives of FCM's Canada/Aceh Local Government Assistance Program. Manage the production of knowledge products (case studies, lessons learned, publications etc.) by identifying best practices with team members, coordinating an editorial team to review knowledge products and overseeing the production (translation, lay- out, printing, etc.) Work with local partners or consultants to produce and disseminate CALGAP-designed knowledge products. Organize knowledge-sharing workshops for CALGAP partners, and other stakeholders. Identify and build formal and informal partnerships with key stakeholders in the program relevant to knowledge dissemination and information sharing. Develop an overall communications strategy to ensure effective dissemination and use of the knowledge products. Work with the Media Relations staff at the Canadian Embassy in Jakarta. Coordinate with Canadian and Indonesian media representatives to ensure that CALGAP activities receive media exposure. Create a data base for project photographs and videos for media and publications. Ensure that all CALGAP activities address the program's crosscutting strategies gender equality, peace building, environmental sustainability and anti-corruption - by organizing training for staff and CALGAP partners, monitoring project activities, providing resources where needed (by identifying and managing consultants for training, design of tools and processes, etc.), reviewing project reports and contributing to overall analysis of performance at program level. Assist with the writing of work plans, mission reports, knowledge and communication materials and other project documentation as required. Assist with the identification of local technical expertise when requested. Occasional travel to other regions at the direction of the Country Program Manager. When requested, represent FCM at donor coordination and other meetings. Other duties consistent with the overall focus of CALGAP as assigned by the Country Program Manager. Vacant Position: Program Officer - Funds Location: Banda Aceh Duties and Responsibilities: Under the direction of the CALGAP Country Program Manager, the Program Officer Funds, with a large measure of independent judgment, discretion and action, shall perform the following duties and responsibilities: Advise on the national and local political, legal and economic situation in the country and on how to maintain the relevance and effectiveness of the Canada-Aceh Local Government Assistance Program (CALGAP). Assist with the conceptualization and design of activities supported by Canadian municipal practitioners and provide ongoing support to the field and partners to ensure implementation of project work plans. Lead responsibility for development of CALGAP's two funding mechanisms: Canada - Aceh Local Government Support Facility (LGSF) and the Community Support Facilities (CSFs); responsibilities include fund design, identification of documentation requirements and proposal formats and the design, implementation and maintenance of systems to track and monitor all fund activities. Assist local government partners to draft proposals to the LGSF and work with the Local Government Development Officers (LGDOs) to ensure that partner grant agreements accurately reflect CALGAP approved activities. Assist the local government partners and the LGDOs to set up the CSFs and assist communities to access them. Collect data and information on the programmatic and implementation progress of each grant and collaborate in preparing draft final evaluations of completed grants. Assist with the conceptualization and design of technical assistance activities supported by Canadian municipal practitioners; provide ongoing support to government partners between Canadian technical missions to ensure continuing implementation of project work plans. Lead responsibility for implementation of the Canada - Aceh Local Government Support Facility (LGSF) including assisting the local government partners to draft funding proposals to the LGSF, participating in the LGSF proposal review process and working with the Program Officer - Funds to ensure that partner grant agreements accurately reflect CALGAP approved activities. Assist the local government partners and the Program Officer - Funds to set up the CSFs and assist communities to access them by providing briefings and advice to local community groups on the funding mechanism. Assist with the creation of and provide guidance to the local advisory committee(s) that will oversee funding applications to the CSFs. Assist in collecting data and information on the programmatic and implementation progress of each grant and collaborate in preparing draft final evaluations of completed grants. Assist with the coordination of local governance programs with local government partners including elected officials and local councils and government officers as well as donors and other implementing agencies. When appropriate, put in place or strengthen coordination mechanisms to ensure effective communication with and between all levels of government and within local government structures.
