Thanks for the reminder.  

Celestrak has the latest from Space Track, so if you use a program such as
SATPC32 or HRD which automatically downloads the Keps, you should be good to
go.  Be certain that you are not only downloading the AMATEUR.TXT file but
also using it, as it is possible to specify the NASA.ALL file.

In the following you see visibility predictions for the ISS generated 
with element sets 11 and 4 days old (from Ray Hoad) and new ones 
(from space-track).
Differences of about one and a half minutes do occur.
Even the orbit number changes !
Either you use the newest data or you should be patient ;)
