My question may have been a little confusing. SO I
wanted to clarify.
Basically if I use the ARGSINCLUDE command, the
request report includes template.cfm and all its child
items with all url parameters.
If I use the ARGSEXCLUDE command, the Request Report
does not show the child items.

You need to use REQARGSFLOOR:
REQARGSFLOOR -50r
