The very first emulator startup after a -wipe-data requires rebuilding 
various data disk images, which takes a fair while. After that startup, 
though, it should not take that long on reasonable hardware.

On my Pentium-M 1.5GHz notebook, with 1.5GB RAM, and a streaming audio 
player going, a restart of the emulator took 34 seconds.
