Yes, ANR's occur because the task doesn't respond quickly enough to user input. This can be caused by a background thread hogging the CPU.
I assume you are referring to the Pictures app (which will be called Gallery in Cupcake). We have made some improvements in Cupcake will continue to work on improving performance.
