You may have already figured it out, but in case you still need it... Go to the Sites Apps and select the app you want to manage, under the House Ads tab there is a slider control called House Ads Setting. The default is Unfilled Inventory Only, but you can force your ad to be displayed more

You can find out how to do all that by going to the appropriate website - admob, quattro etc. They all have good instructions on that. I can only really speak about AdMob because I havent used the others much. There, you get paid per click but each click is not necessarily worth the same amount.

One thing I wish AdMob would do for Android ads is offer House Ads, which they do for iPhone and mobile web ads. A House Ad is basically an unpaid ad that you can provide that will show up in the app during the xx% of the time when AdMob doesn't provide an ad. Some use it to advertise other apps
