I have the same problem on Vista 32.
I can access both URLs. It is the same solution posted in various
other threads but this is not the real fix.
I think there must be something else. This problem has been reported
as early as 2009 in various other threads. Hard to believe that the
SDK setup
I've never seen it work for anyone, and I've seen it fail for many.
force http is one of the gotcha workarounds that we spell out in our
internal wiki for developers setting up the android sdk.

Can you access the URL from your web browser?

If not, you have some sort of network, firewall, or similar problem.
You should be able to view that URL above in your browser.
