The $179 includes import taxes.
I'm not sure where you get 25% from anyway, the TARIC classification for
mobiles means there's 0% import duty, just 15% VAT to be paid.

At $578, approx £392, that is more expensive than normal unlocked
phones you can buy, not too tempting as a developer.
