Hi, I can't understand it. How can someone steal an app? Did he just renamed the apk? As far as I know, you upload signed apk to the marketplace. So, the thief can only rename the apk, but cannot alter the contents. And, the application display name comes from the application itself, not the apk

Atually there is no legal issue here. Against the TOS + theft : Account terminated ! I can admit although with difficulty, 32 spammers with 10 000 apps(actual numbers) and 14 years old, made-in-5-minutes crapps, to artificially increase the count of apps in the market for marketing purpose. But

I've read of others with similar complaints. The only recourse, I suppose is to mark his apps as stolen in the market (in the hope that someone at Google actually reviews that), and sending him/Google a CD (see, e.g., http://www.seomoz.org/dp/generic-cease-desist-to-google). See here for another
