Hahahaha, It's basically impossible. Of course nothing is impossible. If you can make some source code changes and change the permissions, and then apply that upgrade to all the available phones in the world, then only it's possible. It won't work any other way.
This is a kind of weird at first, since Google claims that Android is open source and all. But, on second thoughts, you should also be aware of what applications can do if they are given this permission. Someone can just write a simple application, that would hang up incoming calls at will. This is too dangerous.
