my man reason is to get data at a faster rate than delivered by the
builtin gps units.

Google to search

Well in the UK at least you can buy prepaid Android 2.2 phones for
£99, so technically you could just buy that and use for development
and not be tied into any contracts

So I guess the options would be to buy a second hand device, paying
the going second hand price...

You will need to purchase either the Android developer phone or you
will need some other device by HTC or some other manufacturer. If you
still think that its way too expensive then you can with Remote Device
testing from sites such as http://www.deviceanywhere.com
