Almost any phone can be used for app development. Thats one of the awesome bit about Android. (I say 'almost' because I heard rumours of one that had a market-apps-only lock.) If you mean platform development, the nexus one is great if you don't want any warranty. Any and all hardware failures are your fault as soon as you unlock it, regardless of whether you load any new software on it.
