[AOLSERVER] [ANNOUNCE] nscache 1.3 and 1.4 released.

nscache 1.3 is Rob Mayoff's original module. nscache 1.4 has the 'incr'
command added, courtesy of Vlad Seryakov. Both are now available as
downloads from the AOLserver SourceForge Files area.
