Hi,
This specification uses APPLICATION class.In this
class TAGs are unique with in the specification.
So that you can use the tag value for decoding.
In your case, Tag value for usec is 2 and seq-number
is 3.Hope this will help u to solve your issue.

context-specific
This specification is not a context-specific tag class
but its a APPLICATION tag type which is given
([APPLICATION 20]) in the specification itself.
