Ok after a few more days of trouble shooting and digging I found PERL was
the culprit, so i had to uninstall it , reboot then reinstall it with all
the modules again and this fixed the problem of the UNKNOW ERROR
BUT
after removing and reinstalling PERL, the ClamAV Program broke and I cannot

Run something like tcpview or currports and see if clamd is listening
to port 3310.
