I have Cisco 7970 and firmware SIP70.8-0-2SR1S and I use "Another SEP<mac>.xml.cnf example" from this page http://www.voip-info.org/wiki/view/Asterisk+phone+cisco+7970+SIP I suggest you to try the same firmware and same conf file.
