The outgoinglimit never worked, so we haven't had that part working
for a long time. It's been disabled in the code since 1.0 I think.
Sure... I was just informed that was the case :)... hence why we never used
it but implemented
an alternative method instead!

i have the same problem and also have submitted it as bug
http://bugs.digium.com/view.php?id=5281.
the Patch-5281-v2.txt in the mentioned bug will solve your problem.
