Did you try T.38 ?
These PAP2 boxes should be able to benefit from Asterisk T.38 pass through
capabilities.
You would then have to install a T.38 termination device, such as Linksys
3102 :
PSTN Linksys 3102 --- LAN - PAP2 --- Fax
