Yes I certainly looked at that being the way it was done for dnsmasq in the
docs.
I made the assumption however that the set and tag parameters are not required
as this is the format of the command in the generated /etc/dnsmasq.conf and the
examples in /stat/etc/dnsmasq.conf.

try to use an entry similar to the following one in dnsmasq.static:
dhcp-range=set:lan,,,24h
if you wanto to add some specific dhcp-option to a specifically range,
you have to add an entry like this
dhcp-option=tag:lan,option:router,
Pay attention to the "tag:" entry
