That is part of the pkg-config-devel (or however it's called) package, not
automake.

Diego is right. This file pkg.m4 is not part of automake but part of the
pkg-config package. Running sudo apt-get install pkg-config installs this
m4 file (not sure if the version of aclocal matters at all).
