   When I was in the WG (which was around a year
and a half ago) the plan was to merge with the 1.1
specification.  The issue was that the 1.1
spec was done in hand edited HTML which (unless
you want to continue down that road) makes it
very difficult to update (broken links etc).

   Also as SVG 1.1 is a > 700pg document there was
a feeling that as far as review was concerned it was
easier to publish just the changes, otherwise people
would have to "wade through" the old stuff.
